Basic deploy script to replace the Makefile

Summary: the Makefile was ugly and not suited for day to day operations, creating a bash script a little bit more flexible

Test Plan:

• Do some operations
  • Adding a fs vm, touching only this new vm
  • Removing a db vm
  • Updating apps receipes
  • ...
