Fixed bug in ExtractLinksWac where fst.loadMapping() would choke on filename strings rendered from results of getLocalCacheFiles(), because these began with "file:".

I suspect there must be a difference in my HBase configuration that explains why the
original lintool code failed -- presumably it worked when it was committed and documented
in README.md.
