Fixed the behaviour when importing external registered user into CDS Invenio when CFG_ACCESS_CONTROL_LEVEL_ACCOUNTS is set to 2 or more. This should means that at least user should not be able to register them selve. This should not involve importing externally registered user into our system, because they have already been recognized by an external entity that we trust. If there's no local authentication and CFG_ACCESS_CONTROL_LEVEL_ACCOUNTS is set two 2 or more, before this fixing the user wasn't able to enter CDS Invenio. (Found thanks to Greg).
