BibRank: fix empty citation history graphs

Fix display of citation history graphs in case the x axis would have been empty. (closes #567)

Fix detection of x axis years for the citation history grahps by looking at 269 in addition to hard-coded 773 and 260. This should obviously be read from the configuration.
