WebSubmit: fix approval reminder in publiline

• Replace SendEnglish function with send_approval function that uses the webaccess functionalities to retrieve the referees emails instead of several values from sbmPARAMETER that are not set/used anywere else and that cause errors.

• Replace the link to approve/reject a document (sent in the approval reminder email) with the link to the submission interface, since the former is not working.
