Description

WebSession: conditional display of register info

When the site does not allow automatic account registrations (when CFG_ACCESS_CONTROL_LEVEL_ACCOUNTS>1), then display info on how to register on both the login page and the registration page; except when the level is higher than 4, then hide it on the login page and leave it on the registration page only.
