WebAlert: optional display of alert description

• If an alert description is present then display it in the notification email the alert engine sends. Alert descriptions can currently only be set by the admininstrator directly on the database and are useful for alerts that are sent to mailing lists so that the users can know how they got the alert even if they did not subscribe to it personally.
