WebSubmit: improved reload of modification pages

• When the page is reloaded before the form has been submitted, keep the original values (i.e. fetched from record) instead of loading the values from curdir (which are empty) and emptying all the fields. This changes a bit the behaviour of the file flag "Create_Modify_Interface_DONE": submissions relying on this flag should be checked.
