WebSubmit: skip file upload if necessary

• When function 'Move_Uploaded_Files_to_Storage' is used in a workflow without a preceding call to 'Create_Upload_File_Interface' function or an instance of a WebSubmit element calling 'create_file_upload_interface(..)', skip the execution of this function.
