WebSearch: apply wildcard limit only when needed

Fix wildcard query limit in order to be applicable only for regex queries (REGEX), wildcard queries (LIKE) and span queries (BETWEEN), but not to exact (=) queries. This fixes problem with certain direct MARC lookup queries.
