BibRank: citation indexer date check change

• BibRank task checks for the last journal/reports index update and updates record in between its last run date the index update time. (closes #946)

• Handles the case of admins setting the date to 2100-01-01 for an index in order to prevent bibindex to index anything. In that case we do not run bibrank on anything and just return an empty dictionary.
