BibEdit: various fixes and improvements

• Capital letters now valid indicators if CERN site.

• Problems when loading URL with fragment in IE fixed. Noticable on refresh or when using the 'Edit this record' link.

• Record ID now washed visibly and properly.

• BibEdit now alerts you properly if jQuery is missing, in stead of just 'updating' indefinetely.

• The AJAX engine now detects if the session has timed out and then redirects the user to the appropriate page.

• jQuery used for additional tasks like toggling visibility and storing hidden form data.

• Double clicks handled by one global handler, in stead of one per field.
