WebSearch: rg and wl args to have the same rights

• Currently users authorized to disable wildcard limits in search queries, by manipulating the wl values are those authorized to the action runbibedit. The same authorization is now required in order to put arbitrary values on the rg parameter (before only superadmins could have done so).
