BibSched: get_modified_records_since()

• Creates the get_modified_records_since() function in bibtask to get the records that were modified before certain date.

• Creates a regression test suite for BibTask with a test for get_modified_records_since().

• Modifies bibauthorid_dbinterface.py bibclassify_daemon.py and webstat_engine.py to use this new function. (closes #1538)
