Description

MiscUtil module is now using the new URL style. The changes concern error library application. The error links updated everywhere in the codebase. Updated PO source files and INSTALL guide to reflect these changes. Also, improved error sending function to refuse sending message in case some important parameters are missing. Also, I18N-ed the output of the error sending function.
