WebStyle: move of lang and dir attributes to html
- Updates the copyright statement with the current year.
- Removes lang (and xml:lang) from <body> tag. They are already defined in the <html> tag and thus inherited. Note that because the document uses the XHTML doctype and is served as text/html, both have to be present: http://www.w3.org/TR/i18n-html-tech-lang/#ri20040429.092928424
- Moves dir attribute from <body> tag to <html> tag.
