Extract_finite_list is a helper function that return the list of element necessary to build from scratch an intbitset, provided the right value to trailing_bits. An up_to parameter has been added in order to require at least integers up to this value, when otherwise they wouldn't be necessary to build a semantical identical intbitset (needed to properly build the testsuite).
