BibAuthorID: WaP daemon and BAI interface fixes

Fixed infinite loop in webauthorprofile daemon: datasets were not recomputed by daemon causing it to cycle infinitely.
Fix for page assets being loaded under the wrong HTTP scheme. Uses CFG_BASE_URL.
More efficient resolution of author names
