installation: 2013_09_16_aidPERSONIDDATA fix

• Fixes upgrade recipe 2013_09_16_aidPERSONIDDATA_datablob so that new datablob column would appear after data, not later, so that we have full identical column order as in tabcreate.sql. (Not fully necessary, since the column order is not relied upon in the application logic, but good for literal comparisons.)
