Introduced collection cache last updated timestamp, in order to relax when no record was modified/added since the last run and no collection definifion/options/portalboxes/etc were updated since the last run. (Closes #WebSearch-016.) In addition, introduced --force option to force cache update regardless of timestamps, and modified slightly the verbose message behaviour.
