WebSubmit: improve home authorization check

• In building the home page of the submission interface, take into consideration if there is at least one submission interface available to the current user in order to decide whether to display the submission tree.

• WebSubmit now displays an error if a user enters a submission pipeline of a doctype she has no access to.
