Cleanup of the gettext support framework. C-specific checks were discarded, extra po manipulation rules were removed. The ABOUT-NLS file needs to stay as it is checked by automake directly. The content however has been changed to reflect the situation of CDSware.
The m4 directory has been compacted and put into acinclude.m4. It could be merged
into the main configure.ac file, but at a loss of readability IMHO.
