BibFormat: to fixup to removes old php format

• Removes the ability to use the legacy bibformat in PHP
• API Changes
  • create_excel(): removed unused parameter "ln"
  • format_record_2nd_pass: made "of" parameter optional thus changed the order of parameters
• PEP8 fixes in all files of this modules
