Description

WebSearch: improve refersto and kw distribution

previously had difficulty in parsing quotes
distribute across arbitrary numbers of combinations (fixes #618)
distribute second-order keywords across appropriate amounts of words/combinations with parens (fixes #607)
tests added for same
