WebSearch: use wildcard limit in web APIs only

Wildcard limit (wl) is now set to CFG_WEBSEARCH_WILDCARD_LIMIT only for direct web search queries. For CLI queries or for cataloguing interfaces, the wild card limit will not apply (wl=0). Note also that if a user is a cataloguer (i.e. if the user has bibedit rights), then he/she can modify URL of any search page to impose no wild card limit (wl=0). (closes #859)
