BibHarvest: add calls to quickly show harvests

• Adds a call to BibIndex and WebColl after uploading step of OAI harvesting post-processes, in order to make uploaded records show up more quickly in search results.
  
  (For the time being, this is done for CFG_INSPIRE_SITE installations only, since the collection name needs to be made configurable.)
