WebComment: faster generation of discussion pages

• Check record membership only of collections that might be customized to support comment restrictions/round/auto-reply, instead of checking the whole collections list.
• Respect parameter 'check_authorizations' in function 'get_users_subscribed_to_discussion()' so that function 'get_user_subscription_to_discussion()' does not need to check all subscribers authorizations when displaying visitor status.
