WebStyle: pre-load citation dictionaries for web

• Pre-load citation dictionaries upon web server start up time, now that they are loaded lazily. (Lazy loading is good for CLI apps such as bibsched that do not need citation, but for web user queries it is better to have citation dictionaries readily available right after web server starts.)
