WebStyle: preload citation dictionaries

• This reverts commit 77cc23e8aafaad62ac4b368fa4557b2ca19bdd5a because it was considered better to keep the old behaviour for now, until the problem will be fully addressed later by splitting intra-process citation counts from inter-process citation map.
