Description

WebJournal: finer-grained editor restrictions

Added 'with_editor_rights' argument to 'cfgwebjournal' action to provide read-only access to admin interface for roles connected with with_editor_rights != 'yes'.

Added web tests to check access to retricted areas of the WebJournal admin interface.
