BibUpload: ticket creation fix

• Fixes the creation of tickets via BibCatalog for conflicting revisions by properly passing the subject, properly setting owner of ticket (when possible).

• Avoids double counting of records stored in the holding pen.

• Amend BibCatalog RT part to correctly pass around ticket owner information.
