BibUpload: CFG_BIBUPLOAD_EXTERNAL_OAIID_TAG fix

• Fixes automatic updates to CFG_BIBUPLOAD_EXTERNAL_OAIID_TAG field, that were not correctly specified in terms of indicators, and were thus not stored properly into bibxxx tables.
