WebSearch: look at access control when webcolling

• When webcoll decides whether to update collection cache, it now looks at access control tables. This may lead to webcolling even when it is not necessary (e.g. when submit rights change) but it is a safer default in case admins change collection search rights without changing anything else related to the given collection.
