WebSubmit: check for record-submission connection

• Add new parameter to Get_Recid function: record_search_pattern. If this parameter is set, the Get_Recid function will check that a certain record can be handled by the current submission (modified, deleted, etc).

• Configured this parameter for the DEMOJRN submission (the only demo submission that doesn't check for ownership of a record).
