BibSched: new --post-process bibtasks CLI option

New --post-process bibtasks CLI option, that allows to execute a bibtasklets after successful execution of a given task.

Example: --post-process "bst_send_email[fromaddr='foo@xxx.com', \ toaddr='bar@xxx.com', subject='hello', content='help']"
