First version of 'Get_Recid' function. Given a report-number (stored in the global 'rn'), this function will retrive the recid for the corresponding record and store it into the global 'sysno'. It will also store it into a file called SN in the current submission directory. This function will replace the older 'Get_Sysno' function.
