WebSubmit: fixed display options when adding file

• Fixed a bug that would prevent controls (description field, restrictions, etc.) to be displayed initially when adding a new file in the case where the first doctype defined in the admin interface had a limit set for the maximum number of allowed files for this doctype, and this limit is reached.
