BibFormat: fix bibreformat format visibility check

• Fixes bibreformat's output format argument value check by allowing to pre-create also those output formats that are declared as being "invisible" to the search resuts pages. (They may still be used "visibly" by other modules, e.g. the cached HA format is used by BibAuthorID to speed up paper claiming interface.)
