WebJournal: run webcoll/bibindex on issue release

• When a new issue is released, run bibindex/webcoll on the records of the issue and corresponding collections, to ensure that articles are well moved out of the "Draft" collection.
  
  Note that it might still be that some collections/records are not updated if bibindex/webcoll had not previously run on one on some records of the issue.

• Add new demo collection "Atlantis Times Drafts".
