WebSearch: new CFG_WEBSEARCH_DEF_RECORDS_IN_GROUPS

Introduced CFG_WEBSEARCH_DEF_RECORDS_IN_GROUPS configuration parameter that represents the default value for the `rg' argument, governing how many hits per page we display by defaut. (See also CFG_WEBSEARCH_MAX_RECORDS_IN_GROUPS for its maximum value.)
