BibSched to set env BIBSCHED_MODE.

BibSched will set the environment variable BIBSCHED_MODE either to
automatic or to manual when launching BibTasks. In this way tasks
can know whether they were launched by humans or by machine, taking the
proper decision (e.g. to skip --runtime-limit checks when human
is controlling the scheduler).
