WebAlert: new regression tests for alerts

• Checks that unauthorized records are really filtered out from (email) alerts.

• Checks that authorized records are still sent in (email) alerts.

• Checks that alerts to mailing lists are not filtered.

• Enriches debug output to better parse (email) alerts.
