Updates project wizard according to #598

• wizard.cfg file specifies which repositories and branches to fetch. Currently configured to fetch the 'wizard' branch of liboncilla, libcca-oncilla and liboncilla-webots
• Install plugin and examples files according to self-description files in the projects (file list)
• Compiles examples according to self-description files in the projects (make file)
