LocalInstrumentControlSettings introduced to generalize InstrumentList

1. LocalInstrumentControlSettings is introduced to store the local settings, including the former InstrumentList
2. Setup dilog is agged for initial local directory choice
3. InstrumentManager is revised according to the new convention
4. getLocalSettings is introduced. function getLocalInstrList is replaced with more general getLocalSettings('InstrumentList')
