Automatic 'Run' file generation

1. Introduced getLocalBaseDir() that returns the directory name, where the local instrument control files are located. Presently it is defined as the directory containing InstrumentsList.mat
2. added a function an a callback in InstrumentManager for automatic 'Run' file generation
