minor changes to setup flow
Summary:
- The setup flow complains if you haven't updated your schema, so that section
should be moved above the setup flow.
- The setup flow tells you to lower your timeout, but it doesn't tell you how
low will make it stop complaining.
Test Plan:
Didn't test the setup.
Regenerated the docs and saw the change.
