Update quickstart.sql

Summary: I haven't regenerated this for a while and it makes instances and unit tests a little faster.

Test Plan:

• Manually reviewed changes for sanity.
• Ran arc unit --everything.
• Observed runtime drop from ~15-16 seconds to ~12-13 seconds.
