Description

Cleanup PhutilServiceProfiler stuff

Summary:
Enable discard mode in the base daemon, get rid of deprecated stuff since diffs
are out for all the callsites.

Test Plan:
Ran the torture test with "--trace-memory", verified memory use was
nonincreasing across tens of thousands of execx() calls.
