Description

libphutil: Improve system command / future documentation

Summary:
Remove Facebook-specific language from "system_commands" draft document and
publish it. Update referenced documentation. Write an intro to futures.

Test Plan:
Generated documentation and read it over. Ran things requiring ExecFuture, etc.
