Description

Make ACTION_NOTHING a "standard" action in Herald

Summary: Ref T8455. Multiple adapters implement essentially identical effects for ACTION_NOTHING. Consolidate them.

Test Plan: Created several ACTION_NOTHING rules and updated the corresponding objects.
